OpiRescue Delaware is a publicly supported, no-cost mobile application designed to provide comprehensive, step-by-step guidance on the administration of naloxone in the event of an opioid overdose. Given that approximately 80 percent of overdoses occur within private residences, the app serves as a crucial resource for friends, family members, and individuals struggling with opioid dependency.

The application offers detailed instructions on recognizing overdose symptoms, complemented by instructional animations demonstrating rescue breathing and naloxone administration—an opioid antagonist used to reverse overdose effects. It further enhances usability by allowing users to locate the nearest pharmacies dispensing naloxone without a prescription.

Additionally, the app features a straightforward link to the state's HelpIsHereDE.com portal, which provides a variety of addiction-related resources, including treatment options, crisis hotlines, and syringe exchange programs. Users also have the opportunity to anonymously report overdose rescues via the app; it is important to note that no personal information is collected during this process.

It should be emphasized that the app is intended solely as an adjunct tool and not as a substitute for immediate emergency assistance. Individuals experiencing or witnessing an overdose are strongly advised to contact 9-1-1 without delay.
